U-14 COUNTY FOOTBALL LEAGUES
Notes for Teams & Referees
15 a side Games are played on a full pitch, and 30 minutes each half.
11/13 a side Games played from 13m to 13m and full width, and 25 mins each half.
Play is restricted to 1-hop and 1-solo for all U-14 games. All kick outs from the hand, and 13m from the end line. All 45’s are taken from the ground. No foot dribble (i.e. no more that two foot touches along the ground).
For all U-14 County League games and all U-14 County District Championship games, the ”Mark” rule will not apply because the Kick-Out is allowed to be taken off the hand. The rule governing square ball will apply but there are NO PENALTIES.
Five Goal Rule applies for U-14 County Football League only, and includes any periods of extra-time, if played. This means that any goals scored after the 5th goal will count as a point, even if the game goes to
extra time.
Unlimited Subs are allowed for all County League and Championship Games at U-14 and U-16 for both Football Competitions.
Any Clubs with two teams in a competition must submit their first-15 at least two days before the second-round games.
If a team has an issue about the eligibility of an opposing player, the Mentor should ask the Referee to (a) take the playrer’s name (b) get the players signature and date of birth.
If the home pitch is unplayable the onus is on the Home-Team to find an alternative Pitch that is playable, even if this is the opponent’s Pitch.
Clubs are obliged to find an alternative Referee if their own Club Referee is not available to do any game allocated to them.
Please do not phone the Co-ordinator or Coiste na nÓg Officers to find a Referee.
In the event of any game being changed from the date of the original fixture, the Co-ordinator must be notified at least 24 hours before the date of that original fixture or 24 hours before the date of the revised fixture, whichever is the earlier. This also applies to games brought forward to an earlier time on the sameday.
Match results will not count unless Coiste na nÓg Chiarraí have at least 24 hours notice of the
game.
Any Team wishing to change a fixture must go through the following six steps
1. Seek permission from the Co-ordinator
2. Agree change with opposition team
3. Agree new date with opposition team
4. Notify the Co-ordinator, Secretary (Mags Evans) and the PRO
5. Notify the Referee
6. Re-arrange appointment of Referee for new fixture
In the County Leagues teams who do not fulfil all their fixtures will not be allowed to go forward to the knockout stages of the competition.
The Points Cut-Off for ranking of teams in all County Football competitions will be determined on the night of the final round of the group stage of the competition, irrespective of whether there are any back games to be played.
In U-14 & U-16 County Football Leagues, with six or more teams, the top 2 teams in each division will have home venue for the semi-finals. Where there is a division A & B, the top team in each section will have home venue for semi finals.
In the event of a replay the travelling team for the drawn game will have home
venue for the replay. The C.C.C. will have the final say on all such matters.
In the event of colour clash of jeresys, if it’s a home venue the home team change jerseys, if it’s a neutural venue both teams should change jerseys.
Teams must submit a complete list of players, in duplicate, to the Referee prior to the game. The list must clearly indicate the players that will start the game and also any players that are available to come on as substitutes. It will not be necessary to give the players name to the Referee for each substitution made.
Players may come on and off any number of times during a game, but only during a break in play and with the permission of the Referee.
For Finals, teams to submit team lists identifying players, captain(s) and mentors at the latest four days before Finals.
Jersey numbers for Finals must correspond to the numbers printed on programmes.
FAIR PLAY RECOMMENDATIONS:
All players in their final year (14yrs) to play for at least half the game.
Players that are two years younger than the Age-Limit not to be allowed play, if there are any players older
than them on the sideline. (This means that U-12 players could not play with the U-14 Team if any 13yr olds or 14yr olds are on the sideline).
